Board of Directors

The Shenandoah County Community Center is a newly established 501(c)(3) nonprofit organization guided by a dedicated, volunteer Board of Directors. Our board is made up of community leaders from across Shenandoah County — representing a wide range of backgrounds, professions, and perspectives — all united by a shared commitment to community well-being.

Our mission is to bring people together by providing inclusive spaces, programs, and partnerships that support connection, learning, wellness, and opportunity for all ages throughout Shenandoah County.

The Board of Directors provides governance, oversight, and strategic direction to ensure the Community Center remains mission-driven, financially responsible, and responsive to the evolving needs of our community. Through thoughtful leadership and collaboration, the board helps steward the Center as a welcoming hub for programs, partnerships, and gatherings that strengthen Shenandoah County.

Todd Holtzman, Board President

Holtzman Propane and Valley Ice

Todd Holtzman operates Holtzman Propane and Valley Ice in Mount Jackson, Virginia. Formed in 1997, Holtzman Propane is a full-service propane delivery, installation and service business and has diversified into HVAC sales, service, and installation.

In 2005, Todd expanded the business to include a packaged ice production and delivery business named Valley Ice, to provide a summer seasonal counterpoint to the winter heavy propane business.

Holtzman Propane and Valley Ice currently have offices in Virginia, North Carolina, and Pennsylvania.

Todd graduated from Virginia Tech in 1997 with a degree in Business Management. He is currently serving his fifth term on the Mount Jackson Town Council. Todd and his wife Lynn have three children and live in Mount Jackson.

Devon Pence, Board Treasurer

Devon Pence was born and raised in the Shenandoah Valley.  He attended Central High School and went on to Virginia Tech where he earned a degree in Food Science & Technology.  Devon worked in R&D in the food industry for 12 years and his career took him across the Midwest in various leadership roles.  He now serves as a Sales Manger for Skidmore Sales & Distributing, a food ingredient distributor and logistics management company.  He is very pleased to call Woodstock his home (again) for the past 18 years. 

Devon has been very active in youth sports for many years, most recently serving as the President and then Travel Commissioner of the Shenandoah County Soccer League.  He is active in Valley League Baseball and has been a summer host parent to Woodstock Riverbandit players for the past 13 years.  Devon is married and a father of two children.

Mike Koontz

First Bank

Mike Koonz is a senior vice president at First Bank, with a long history of service to the community. Mike graduated from James Madison University with a Bachelor of Business Administration degree and later graduated from the Virginia Bankers School of Bank Management in 1993.

He served on the Mt. Jackson Town Council from 1996 to 2008 and currently serves on the Shenandoah Memorial Hospital Board in addition to the Shenandoah County Community Center Board.
